Does anyone here know what all it takes become a legal producer of automobiles (with 17 digit VIN)? I know there are various regulations such as crash testing and emissions levels, but is there a single place where I can go to get info on the whole process?

There are different licensing bodies for different states, as well as the NHTSA and DOT stuff. The American Automobile Manufacturers Association may well be the best place to start. I don't have an email address for them.

Check with your state first, then the U.S.

IN MASS,IT'S DONE THROUGH YOUR TOWN,BECOUSE OF ZONING ISSUES,I.E.
YOU'RE MANUFACTURING SOMETHING,THEN THE REGISTRY OF MOTER VEHICLES GETS INVOLVED.
