Shelaco might not be the right way to spell it, but thats how the owner pronounces it. It is an imcomplete kit car possibly from the 70s. It has a Corvair engine, looks like a bugeyed dunebuggy hunkered down on the ground with tiny gull wing doors that can be removed for a targa type effect. I just wanted to know if this was worth pursuing?

Shalako. It is considered a dune buggy, built by Dick Dean back in the day. See: http://www.dunebuggyarchives.com/registry/Shalako Worth more if all the pieces were there, but still a collectible little car!

I think you are referring to the Shalako designed my Dick Dean. And I would say if the price it right go for it. My understanding is that they are pretty rare. Here are a few photos

Thats it. Now I just need to convince him to sell it to me. It has been sitting halfway assembled for at least 20 years. He jokingly says he doesn't want to sell it to me because he knows he'll see it running up the street in 6 months or so. He is my neighbor, and he would see it running pretty quickly.

Well its a hell of a cool little buggie. I would purchase it in a second if the price was right.
Tell him that its a damn shame its been sitting there for so long and that it was not meant to sit forever. Then tell him he can have the first drive in it when complete, and that you will detail the entire build and even put a plaque on it that says thank you guy next door.
