Do you mean that you want a kit that includes everything, but is unassembled? I don't think I've ever seen those. Best case, you will need to buy the drivetrain/engine. There are complete (body, glass, lights, trim) kits out there which can be mounted on top a donor car, using its existing engine and transmission, but you will need a car to start off with. In general, the more that the kit includes, the more expensive it will be (versus you hunting down the parts yourself). You may find some exceptions though.

Otherwise, you can buy a turnkey which includes everything but comes assembled. All you need to do is "turn the key" and drive off (in principle). Of course, this is the most expensive route.

What is your reasoning behind wanting the cheapest kit? I'm also curious about why you don't care about the looks. IMO, I've seen some horrific kits that I wouldn't build if they gave it to me for free.

What kind of kit car? What are you going to do with the car?

There are alot of inexpensive rebodies. There are alot of kit car companies. There are alot of builders who will put your car together for you. It all depends on what you're looking for.

Yes, a turnkey is a car you just get in ... and turn the key. Lots of builders out there will build your car for you.
