Dont forget the ron champion book was wrote some time ago and the parts may differ in the USA but it is a great book if you are looking at building a car.The new book is being wrote and the chap who is doing the illustrations is on this website his brother manufacturers the cars.http://www.mkengineering.co.uk/
these guys do the locost kit with everything and have sold thousands of kits in the uk http://www.mksportscars.co.uk

Type in locost on ebay and it will come up with the cars. its basically a lotus 7 replica.
Have a go I have built one and they are great fun you use a wooden board as your template for the frame.

The book uses all the donor parts off a scrap ford escort 1970 etc the cheapest I have known anyone build one is for about £1200 or $2500. But saying that it will out handle a lot of the cars on the track that are on the road today.

type in locost on thweb and you will see loads of sites with people building them on.

So The answer is no you cannot build it for $500 the steel would be close to that with your donor car.
