If one were to build a project, and include the cowling from the original vehicle, can this be registered as the original vehicle?

I noticed the 55 Chevy chassis is using an original cowling and building a brand new car around it.

Would this work for a 56 Ford F100?

Curious in California

Thanks in advance!
